Once the fax number is added (see above related article), go through the Fax tab and the Numbers sub-tab in order to assign the fax to the appropriate user:

Next, ensure that the user has the permission to send faxes from Gardiant Works enabled (see above related article).

Note: If the user has access to multiple firms and you want this user to have access to the fax feature in all firms, please ensure that the fax number is assigned to the user in the other firm(s), as well.
